Polish higher education law restricts access to exactly two benefits for a foreigner: stypendium socjalne and the student loan, and even then only for those who are not on the short list in Article 324(2) (consolidated text of the law, Article 324(3). Verified: 2026-09-02). Stypendium rektora, the one-off zapomoga, the scholarship for persons with disabilities and stypendium ministra are not limited by citizenship: the Jagiellonian University states it outright, these benefits are awarded “bez względu na obywatelstwo i zasady odbywania studiów” (UJ, scholarships for foreigners. Verified: 2026-09-02). For a Master’s there is a separate state route: the Banach NAWA programme, in whose 2026 call Kazakhstan is named verbatim (ogłoszenie Banach NAWA 16/2026. Verified: 2026-09-02). None of these benefits is guaranteed: every one of them takes an application, a competition and a decision by the university, the ministry or the agency.
The short answer: only socjalne and the loan are closed
All the student benefits a university pays are listed in Article 86 of the law, and a foreigner’s access to them is decided by a single provision, Article 324(3). It names only stypendium socjalne and the student loan; the remaining benefits are not tied to citizenship.

Stypendium rektora: the amounts are known but published late
Stypendium rektora goes to a student with outstanding academic results, or with academic, artistic or sporting achievements at no lower than national level (Article 91(1), text of the law. Verified: 2026-09-02). In the 2025/26 academic year the University of Warsaw pays 1200 PLN a month (BPM UW, the rector’s scholarship 2025/2026. Verified: 2026-09-02), the Jagiellonian University 1000 PLN a month, from October to June (UJ, the amounts for 2025/2026. Verified: 2026-09-02).
Three things change the planning:
- It is a competition with a quota: no more than 10% of the students in a field of study get the scholarship (Article 91(3)). A good average on its own guarantees no payment.
- The amount is published late. The University of Warsaw set the 2025/26 figure by ordinance only on 18 December 2025, two months after the application deadline. The application is filed before the amount is known, and the 2026/27 figures had not been published as of 2 September 2026.
- A paid programme does not take the right away. Article 324(3) filters by residence status, not by whether the student pays for study: a Kazakhstani on a paid programme applies for stypendium rektora on the same footing as Poles.
First-year students get a caveat of their own. Article 91(2) gives the scholarship immediately and outside the quota to olympiad laureates, but both of the provision’s anchors are Polish: the list of olympiads is set by the Polish przepisy o systemie oświaty, and admission is tied to the year the Polish matura was taken. On the text of the law, a graduate of a Kazakhstani school with a republican olympiad has no ground here; how a particular university reads the provision is worth checking with its scholarship office before you apply (text of the law, Article 91(2). UJ ranks first-year Master’s students separately: graduates of other universities compete among themselves on the average for the final year of the first cycle, and not against UJ’s own graduates (UJ, stypendium rektora. Verified: 2026-09-02).
Banach NAWA: a state grant for a Master’s
Banach NAWA is a programme of the Polish state for citizens of 36 countries, and in the 2026 call Kazakhstan is named verbatim, in application group No. 2 (ogłoszenie Banach NAWA 16/2026. Verified: 2026-09-02). A scholarship holder receives 2500 PLN a month, for up to 12 months in an academic year, and studies at a public university with no tuition fee; at a private university the fee question is decided by the university itself. Travel is covered by a one-off ryczałt whose amount the call does not name (same source, sections 2.7-2.8. Verified: 2026-09-02).
The programme admits full-time Master’s study only. The conditions of the 2026 call: a bachelor diploma obtained no earlier than 2024 or before 15 July 2026, no Master’s diploma, language from B2 on the chosen track; the Polish track starts with a year of a free preparatory course. Admission to the university runs separately from NAWA, under the ordinary admission rules for foreigners: the mechanics of the intake are covered in Master’s admission in Poland.
Two limits on timing. The deadline for the 2026 call passed on 8 May 2026, and the call closes even earlier than the deadline once 300 applications are reached in each of groups 1-3. The call for 2027/28 had not been published as of 2 September 2026: by the pattern of previous years the announcement comes out in March or April, and the list of countries is revised every year, so it cannot be claimed that Kazakhstan will be on the 2027 list (the Banach NAWA call page. Two neighbouring NAWA programmes work differently. Poland My First Choice is addressed to citizens of 41 countries with a high level of development, and Kazakhstan is not on that list (ogłoszenie PMFC 19/2026. Verified: 2026-09-02). Anders NAWA is open for the first cycle and for a Master’s and pays 2000 PLN a month in the 2026 calls, but only to holders of the Karta Polaka or of confirmed Polish origin (ogłoszenie Anders 13/2026. Verified: 2026-09-02). For a school-leaver without the Karta Polaka there is no NAWA scholarship route into the first cycle: the first cycle is paid for by the family or comes with a scholarship from the university itself (NAWA, programmes for international students. What is closed and why
Article 324(3) allows only a foreigner from the list in Article 324(2) to apply for stypendium socjalne and the student loan (text of the law. Verified: 2026-09-02). The positions on that list that are realistic for a Kazakhstani: a permanent residence permit or EU long-term resident status, a state certificate of Polish at a level no lower than C1, the Karta Polaka or confirmed Polish origin, a spouse or a direct-line relative of a Polish citizen living in Poland. A student on a national visa or a karta pobytu for study is not on the list, so socjalne and the loan are not open to a typical Kazakhstani student. The C1 certificate has a double effect here: it opens socjalne and the loan, and it opens full-time tuition-free study in Polish.
One more closed door: a holder of the title of Master is not entitled to university benefits at all, and Article 93 applies that rule to titles obtained abroad as well. A Kazakhstani Master entering a Polish Master’s programme will receive no university scholarship (same source, Article 93. Verified: 2026-09-02).
Stypendium ministra is formally open: Article 359 contains no citizenship condition, and the SST07 competition for 2026/27 gives up to 17 000 PLN as a one-off payment, with a maximum of 840 scholarships (MNiSW, the SST07 competition. Verified: 2026-09-02). A practical caveat is mandatory: the application is filed by the rector through the OSF system between 1 and 25 October 2026, a student cannot file directly, the check found no confirmed case of a payment to a citizen of Kazakhstan, and the ministry publishes no statistics by citizenship. The honest wording: the law does not restrict it, the practice is not confirmed.

How to apply: the university’s regulamin and the October window
The amounts, the criteria, the documents and the deadlines are set not by the law but by the regulamin świadczeń dla studentów of the particular university: the rector establishes it in agreement with the student government (Article 95, text of the law. Verified: 2026-09-02). The first practical step: find the regulamin and the calendar of your own university, not a Poland-wide date, which does not exist.
Here is how it works at the two largest universities:
- University of Warsaw: the application for stypendium rektora is filed between 1 and 15 October and only through the central USOSweb; an application filed after 15 October is not considered, and no appeal is possible. The intake for the summer semester has a window of its own: 2-16 March 2026 (BPM UW, the rector’s scholarship 2025/2026, the BPM komunikat on deadlines. Verified: 2026-09-02).
- Jagiellonian University: the application is registered in USOSweb by 20 October, then printed and handed to the scholarship coordinator; the application for a zapomoga is filed entirely online (UJ, stypendium rektora. Verified: 2026-09-02).
